It is a pity that the objects of the Fund were SO

closely limited in the appeal; but I imagine that,

if there is any material surplus, the Government would

be justified in devoting it to other objects, after

due public announcement and the invitation of objections

'rom subscribers. I would leave this point to the

Governor's discretion.
